混合所有制产业学院建设困境与路径——一种基于新制度主义的分析范式 被引量:13

摘要 混合所有制产业学院是我国职业教育校企合作的一种新的组织形式。采用新制度主义的分析范式研究发现,产业学院的建设过程实际上是宏观制度与微观行为逻辑之间相互作用或多重作用的结果,中央政府、地方政府、企业与高职院校是产业学院构建过程中的核心行为主体。政策供给的失衡与环境的约束使中央政府采取了渐进推进策略和趋同式的组织结构方式,“诺斯悖论”与委托代理制度下地方政府基于利益算计而采取了严格的成本控制与风险规避策略;“非完全契约”制度下的企业表现出投资犹疑与投机行为;校企的价值冲突与压力型考核制度使高职院校产生求稳心理并采取政策变通策略,这些因素导致混合所有制产业学院建设面临诸多困境。为进一步推进混合所有制产业学院建设,需要强化产权治理,降低内部交易成本;构建学院内部利益兼容机制和多重目标激励机制;强化内部文化认同,构建产业学院的社会规范性机制。 Mixed-ownership industrial colleges are a new form of organization for school-enterprise cooperation in vocational education in China. Through the analysis paradigm of neo-institutionalism, we can find that the construction process of industrial colleges is actually the result of the interaction or multiple effects between the macro-system and micro-behavior logic. The central government, local governments, enterprises and higher vocational colleges are the core actors in the process of the construction of industrial colleges. The imbalance of policy supply and environmental constraints have caused the central government to adopt a gradual promotion strategy and a convergent organizational structure. Under the“North Paradox”and the principal-agent system, local governments have adopted strategies of strict cost control and risk avoidance based on profit calculations;companies under the “incomplete contract” system show investment hesitation and speculative behavior;the value conflicts between schools and enterprises and the pressure-based assessment system make higher vocational colleges seek stability and adopt policy adaptation strategies. These factors lead to the construction of mixedownership industries college faces many difficulties. In order to further promote the construction of mixed-ownership industrial colleges,it is necessary to strengthen the governance of property rights and reduce internal transaction costs;build an internal benefit compatibility mechanism and a multi-objective incentive mechanism;strengthen internal cultural identity and build a social normative mechanism for industrial colleges.
