摘要
2020年我国脱贫攻坚圆满收官,民族地区乡村消除了绝对贫困。贫困不会消亡,相对贫困仍然存在,我国部分地区具有返贫风险。乡村振兴背景下,民族地区乡村高质量减贫是集降低相对贫困率、遏制返贫二者于一体的综合减贫策略,减贫的对象主要是乡村。通过总结乡村振兴背景下民族地区乡村贫困的新特征,分析制约民族地区乡村高质量减贫的因素,提出构建长效减贫机制、普惠式金融减贫、培育农牧市场,提升农牧民自我发展的能力、绿色减贫、开发农牧业多元化价值、发展特色小镇等措施。
By 2020,the eradication of poverty has been successfully completed.Absolute poverty has been eliminated in rural areas of ethnic minority areas.However,poverty will not disappear.There is still relative poverty,and there is still a risk of returning to poverty in some areas.In the context of rural revitalization,high-quality poverty reduction in rural areas of ethnic minority areas is a comprehensive poverty reduction strategy that integrates the reduction of relative poverty rate and the return to poverty.The focus of poverty reduction is in rural areas.This paper summarizes the new characteristics of rural poverty in ethnic minority areas under the background of rural revitalization,and analyzes the factors restricting the rural poverty reduction with high quality in ethnic minority areas.We will put forward such measures as establishing a long-term mechanism for poverty reduction,poverty reduction through inclusive finance,cultivating agricultural and animal husbandry markets,improving the self-development ability of farmers and herdsmen,green poverty reduction,developing diversified agricultural and animal husbandry values,and developing small towns with distinctive features,so as to reduce poverty with high-quality,urban and rural integration,build a well-off society of high standard in all respects,and will eventually build China into a powerful socialist country.
