摘要
文章采用熵值法测度了2005—2018年长三角41个城市环境规制和经济高质量发展的综合水平,并以绿色专利刻画城市的绿色技术创新水平,在此基础上考察了环境规制、绿色技术创新与高质量发展之间的关系。结果表明:环境规制对长三角城市经济高质量发展呈先促进后抑制的“倒U”型非线性影响,这一结论在选取空气流通指数作为工具变量和替换核心解释变量等稳健性检验后仍然成立;区域异质性上,苏浙沪和长三角中心城市相对于安徽和外围城市,环境规制红利的释放更为充分;影响机制上,激发企业进行绿色技术创新是环境规制推动长三角高质量发展的重要机制;空间效应结果显示,环境规制的经济高质量发展溢出效应呈现出与本地相同的“倒U”型非线性变化趋势,且对于经济上依赖性越强的地区,这种影响越大。
This paper uses the entropy method to measure the comprehensive level of environmental regulation and high quality economic development of 41 cities in the Yangtze River Delta from 2005 to 2018,and describes the green technol-ogy innovation level of cities with green patents.On this basis,it investigates the relationship between environmental regu-lation,green technology innovation,and high-quality development.The results show that environmental regulation has an"inverted U"shape nonlinear impact on the high-quality economic development of cities in the Yangtze River Delta,which is promoted first and then restrained.This conclusion is still valid after selecting air circulation index as instrumen-tal variable and replacing core explanatory variable;in terms of regional heterogeneity,compared with Anhui and periph-eral cities,Jiangsu,Zhejiang,and Shanghai regions and central cities in the Yangtze River Delta have more full release of environmental regulatory dividends;in terms of impact mechanism,stimulating enterprises to carry out green technology innovation is an important mechanism for environmental regulation to promote the high-quality development of the Yang-tze River Delta;the results of spatial effect show that the spillover effect of high-quality economic development of environ-mental regulation shows the same"inverted U"nonlinear change trend as that of the local,and the greater the impact for the regions with stronger economic dependence.
