摘要
针对安全生产法规标准获取、识别、转化、传达、评价工作中存在的渠道不畅、识别不规范、条款转化无序、信息传达表面化、符合性评价空洞等常见问题,梳理解析实用对策,提出识别-转化-评价双循环流程,“2清单3表单”信息链,以及条款转化率的正向、逆向查验方法。通过细化、规范工作环节,设计持续稳定的工作机制,全面提高法规标准识别质量,对企业依法办事,全面保障安全生产具有现实意义。
In view of the common problems existing in the acquisition,identification,conversion,transmission and evaluation of safe production regulations and standards,such as poor channels,nonstandard identification,disordered clause conversion,superficial information transmission and void evaluation of compliance,etc.,the practical countermeasures were sorted out and analyzed,and the double-cycle process of identification,transformation and evaluation,the information chain of“2 list and 3 forms”and the inspection methods of terms conversion rate were put forward.It is of practical significance for enterprises to handle affairs according to law and fully guarantee safe production by refining and standardizing work links,designing a continuous and stable working mechanism and comprehensively improving the identification quality of laws and regulations.
