摘要
人民是中国共产党执政的最大底气,是全面依法治国的主体和力量源泉,人民性由此成为习近平法治思想的根本属性,成为贯通习近平法治思想的价值红线和逻辑主线。习近平法治思想的人民性是在牢牢坚持马克思主义法治理论的人民立场、不懈追求中国共产党领导法治建设的为民初心、继承发扬中华优秀传统法律文化中的民本理念以及积极满足社会主义现代化国家的人民美好生活需要基础上形成的,系统体现在维护人民主体地位、保障人民合法权益、坚持人民评判法治、依靠人民推进法治等方面。在法治实践中展现习近平法治思想的人民性,可在以发展全过程人民民主推进法治建设、以人民意志为中心加强法律实施监督、以人民权益为中心加强人权法治保障、以人民便利为中心加强公共法律服务、以人民满意为中心建设高素质法治队伍等方面着力。习近平法治思想的人民性及其实践,具有推动马克思主义法治理论中国化、统领和协调全面依法治国的各方面关系、为全面建设社会主义现代化国家提供法治思想指引、为人类法治建设和全球治理变革贡献中国智慧等重要理论价值。
The people provided the CPC with the greatest strength for governing the country and provided the main body and source of strength for comprehensively promote law-based governance.Therefore,the people’s nature has become the fundamental attribute of Xi Jinping Thought on the Rule of Law,and it is the value red line and logic main line of Xi Jinping Thought on the Rule of Law.The people’s nature of Xi Jinping Thought on the Rule of Law is firmly adhered to the Marxism theory of people’s stand.It is formed on the basis of unremitting pursuit of the initial aspiration of the rule of law construction led by the CPC,inheriting and carrying forward the people-oriented concept of China’s excellence traditional legal culture,and actively meeting the people’s needs for a better life in modern socialist countries.It is systematically reflected in safeguarding the principal position of the people,protecting their legitimate rights and interests,insisting that the people judge the rule of law,and relying on the people to promote the rule of law.To show the people’s nature of Xi Jinping Thought on the Rule of Law,we can focus on promoting the rule of law in through the whole process of developing people’s democracy,strengthening oversight of law enforcement with the will of people as the center,strengthening legal protection of human rights with the people rights and interests as the center,improving public legal services with the convenience of the people as the center,and building high-quality rule of law teams with the people’s satisfaction as the center,etc.The popularity and practice of Xi Jinping Thought on the Rule of Law are related to promoting the sinicization of Marxist rule of law theory,leading and coordinating all aspects of the comprehensive law-based governance,providing ideological guidance of rule of law for the comprehensive construction of a modern socialist country,contributing to the construction of human rule of law and the reform of global governance,and contributing Chinese wisdom.
