摘要
PPP项目主体的利益诉求影响项目的运行效率和成果质量,合理化收益分配对项目建设及实施成效有重要意义。针对现有PPP项目收益分配模型中影响因素赋权的主观性和绝对性的不足,运用区间层次分析法将PPP项目收益分配的影响因素权重部分拓展为区间数,并提出以统计分组的频率刻画区间指标权重,基于投入比例、风险分摊和合作性3个影响因素构建PPP项目Shapley-IAHP收益分配模型。将改进的Shapley-IAHP收益分配模型应用于四川省某工业园区污水处理PPP项目,以验证该模型的可行性。提出的模型对于PPP项目收益分配研究及实践有一定参考价值。
The claims of the main actors in a PPP project can affect the operational efficiency and the quality of the project.Thereasonable income distribution for these actors is of great significance to the effectiveness of project implementation.To address thesubjective and absolute deficiencies in the weighting of influencing factors in the existing PPP project income distribution model,theinterval analytic hierarchy process is used to expand the weight evaluation of the influencing factors of the PPP project incomedistribution to interval numbers,and the frequency of statistical grouping is proposed.Interval index weights,based on the threeinfluencing factors of input ratio,risk sharing and cooperation,construct the Shapley-IAHP income distribution model of PPPproject.The improved Shapley-IAHP income distribution model was applied in a sewage treatment PPP project in an industrial parkin Sichuan Province to verify the feasibility of the model.The model proposed in this paper has certain reference value for theresearch and practice of PPP project income distribution.
