摘要
中国共产党建党以来,党内问责制从成立之初的萌芽探索到新时代的完善发展,取得了显著的治党成效。这一制度的设立,不仅有助于全方位推动管党治党效能,全面提升国家整体治理效能,还有力激发党员干部干事创业动力。在建党百年的奋斗历程中,党内问责制得到了有益的实践探索,为管党治党积累了丰富的实践经验,但同时也存在事前问责不够充分、事中问责程序不够规范、事后问责反馈不够善等问题。基于此,深刻把握党内问责制的实质内涵,加强问责程序机制、问责保障机制建设,进而需充分发挥党内问责制的制度优势,高质量推动管党治党理论与实践发展。
The implementation of intra-Party accountability system,which was first explored in the early days of the Founding of the Party,has achieved remarkable progress in the new era.It has not only helped comprehensively improve the overall effectiveness of national governance and the effectiveness of party management and party self-governance,but also powerfully stimulated the entrepreneurial motivation of Party members and officials.The inner-Party accountability system has made a lot of beneficial practice and exploration and achievements in its century-long struggle,but there are still some problems in its implementation,such as inadequate accountability in advance,standardized accountability procedure in business,and improved accountability feedback after the event.Based on this,accurately and scientifically grasp the essence of intra-Party accountability system,strengthen the construction of accountability procedure mechanism and accountability guarantee mechanism,so as to build a more scientific and reasonable intra-party accountability system.Then give full play to the advantages of the accountability system within the Party,promote national construction with high quality,and effectively safeguard the interests of the masses of the people.
