摘要
大学内部治理体系的构建是深化高等教育改革的重要课题。在西南联大的内部治理框架中,学术自由的办学理念和协商共治的治理理念共同构成了内部治理的价值体系;常委会议、教授会议和师生员工及相应的规则制度共同构成了内部治理的制度体系;学术权力中枢与行政权力中枢、组织权力与个体权利多种形式的有效互动,则是行动体系的具体体现。在西南联大内部治理体系中,组织权力与个体权利之间形成了良好的互动关系,在行政权力的配合下,学术权力得以充分彰显。同时在组织权力的运动中,个体权利有着各自有效的利益诉求渠道。
The construction of university internal governance system is an important issue to deepen the reform of higher education.In the internal governance framework of SouthwestUnited University,the concept of academic freedom and the governance concept of consultation and co-governance together constitute the value system of internal governance;the standing committee meetings,professor meetings,teachers and students and the corresponding rules and regulations together constitute the institutional system of internal governance;various forms of effective interaction of the academic power center and the administrative power center,organizational power and individual rights are the concrete manifestations of the action system.In the internal governance system of Southwest United University,a good interactive relationship has been formed between organizational power and individual rights.With the cooperation of administrative power,academic power can be fully demonstrated.At the same time,in the movement of organizational power,individual rights have their own effective channels of interest claims.
