摘要
推进国家物流枢纽规划建设,对于加快打造现代流通体系和支撑构建以国内大循环为主体、国内国际双循环相互促进的新发展格局具有重要意义。以铁路枢纽城市徐州为例,通过对徐州建设陆港型国家物流枢纽的基础条件及不足进行分析,探析其建设陆港型国家物流枢纽的发展思路与功能定位,并从优化功能设施空间布局、深入推进运输结构调整、创新物流运输组织模式、培育壮大枢纽运营主体、强化信息技术平台支撑、加强枢纽业务联动协同、发展陆港特色枢纽经济等方面提出建设陆港型国家物流枢纽的对策措施,为同类型城市建设陆港型物流枢纽提供借鉴参考。
Promoting the planning and construction of the national logistics hub is of great significance to the acceleration of building a modern circulation system and the support of constructing a new development paradigm featuring dual circulation,in which domestic and overseas markets reinforce each other,with the domestic market as the mainstay.With Xuzhou,a railway hub city,as an example,this paper analyzed its basic conditions and shortcomings to build a land-port national logistics hub and explored its development ideas and functional orientation in hub construction.Moreover,countermeasures were proposed accordingly,such as optimizing the spatial layout of functional facilities,promoting the transportation structure adjustment in depth,innovating the logistics and transportation organization mode,cultivating and expanding the main body of hub operations,strengthening the support of information technology platforms,strengthening the linkage and coordination of hub business,and developing the hub economy with land-port characteristics.The research can provide a reference for the construction of land-port logistics hub in the same type of cities.
