摘要
基于Super-SBM模型对2005—2018年四川省各市(州)的低碳效率进行测算,并结合GIS技术对低碳效率的空间特征开展分析。结果表明:2005—2018年四川省低碳效率整体呈上升趋势,但各市(州)差异显著。成都、自贡等发达地区对外开放早,产业结构合理,居民低碳意识强,故低碳效率较高;阿坝、甘孜等西部高山高原区气候与地质条件恶劣,生产工艺落后,能源利用效率低,制约着低碳经济的形成和发展;广元、巴中等欠发达地区现阶段低碳效率较低,且未来将面临工业化快速发展带来的碳排放绝对值增长局面,对碳减排目标造成很大压力;攀枝花作为全国重要的煤炭和铁矿产区,近年来依托风能、水能资源禀赋优势,着力优化能源结构,带动区域低碳效率显著提升。
In this paper,the low-carbon efficiency of the cities(prefectures)in Sichuan Province from 2005 to 2018 is calculated based on the Super-SBM model,and the spatial characteristics of low-carbon efficiency are analyzed by combining with GIS technology.The results show that:from 2005 to 2018,the low-carbon efficiency of Sichuan Province is on the rise as a whole,but the differences among cities(prefectures)are significant.Developed areas such as Chengdu and Zigong are open to the outside world early,which have reasonable industrial structure and strong residents’low-carbon awareness,so the low-carbon efficiency is high.Western high mountain and plateau areas such as Aba Tibetan and Qiang Autonomous Prefecture,Ganzi Tibetan Autonomous Prefecture have harsh climate and geological conditions,backward production technology and low energy utilization efficiency,which restricts the formation and development of low-carbon economy.Underdeveloped areas such as Guangyuan and Pakistan are currently low in low-carbon efficiency.In the future,these areas will face an increase in the absolute value of carbon emissions brought about by the rapid development of industrialization,which will cause great pressure on carbon emission reduction targets.As an important coal and iron ore producing area in China,Panzhihua has relied on its advantages in wind and hydropower resources in recent years to focus on optimizing the energy structure,which has led to a significant increase in regional low-carbon efficiency.
