中美科技人才交流的现状及趋势研究 被引量:6

Research on the Current Situation and Trend of the Exchange of Scientific and Technological Talents Between China and the United States

摘要 自2018年以来,美国对中美科技人才交流施加了一定的限制。本文运用文献计量、问卷调查等研究方法对两国之间的科技人才交流进行了分析,结果表明中美两国在留学生交流、论文合作等方面依然呈现积极态势,但在一些敏感领域及重点人群方面的交流合作不容乐观。基于此,本文提出的对策建议包括:在非敏感科技领域,继续促进中美两国的交流合作,织密合作网络;在敏感科技领域,我国应在自力更生的基础上积极借助各方力量攻克技术难题;最后,构建与国际更为接轨的科研创新环境以促进各方之间的科技交流合作。 Since 2018,the United States has imposed certain restrictions on the exchange of scientific and technological talents between China and the United States.This paper analyzes the exchange of scientific and technological talents between China and the United States by using the methods of bibliometrics and questionnaire survey,and the results show that the exchange of foreign students and paper cooperation between China and the United States still present a positive trend,but the exchange and cooperation in some sensitive fields and key groups are not optimistic.Based on this,the countermeasures and suggestions put forward in this paper include:Continue to promote the exchange and cooperation between China and the United States in the field of nonsensitive science and technology,and weave a dense cooperation network;In the field of sensitive science and technology,China should solve technical problems with the help of various forces on the basis of self-reliance;And a more international scientific research and innovation environment should be built to promote scientific and technological exchange and cooperation between all parties.
