基于专家最大满意度的数字电网规划群体决策

摘要 数字电网规划运用到传统的电力规划中,具有决策数量大、影响因数多、时间紧等特点。由于专家的知识水平、主观偏好和经验不同,难以做到能满足各方的科学、系统和统一的决策。本文运用模糊层次分析法建立评价电网规划项目准则层指标矩阵,提出专家与群体决策相似度定义和专家满意度函数,并构建了基于专家最大满意度的群体决策模型,论证了其最优解的求解方法。最后,通过将理论运用到广西“十四五”配电网规划群体决策中证明了该方法的可行性和有效性。 The application of digital grid planning to traditional power planning has the characteristics of a large number of decisions,many influence factors,and tight time.Due to the differences in experts’ knowledge level,subjective preference,and experience,it is difficult to achieve scientific,systematic,and unified decision-making that can satisfy all parties.The fuzzy analytic hierarchy process(FAHP) is used in this paper to establish the criterion-level index matrix for evaluating power grid planning projects.The definition of similarity between expert and group decision-making and the expert satisfaction function is proposed.A group decision model based on the maximum expert satisfaction is built and the method of solving its optimal solution is demonstrated.Finally,the feasibility and effectiveness of the method are proved by applying the theory to the group decision-making of the "14 th Five-Year Plan" distribution network planning in Guangxi.
