长江经济带耕地利用效率时空演变特征及提升路径研究 被引量:22

The spatio-temporal evolution characteristics and improvement paths of farmland utilization efficiency in the Yangtze River economic belt

摘要 长江经济带是我国经济快速发展地区,也是我国重要的粮食产区,分析其耕地利用效率状况对于兼顾经济发展、保障粮食安全具有重要的现实意义。本研究借助超效率SBM模型对2008—2017年长江经济带126个地级市的耕地利用效率进行测度,揭示其时空演变特征,从要素投入视角提出了未来耕地利用效率的改善方向。研究表明:1)研究期长江经济带耕地利用效率呈波动下降态势,整体效率不高,区域差异明显。空间分布上呈显著集聚特征,其中高效率区主要集中在江苏东部沿海地区,低效率区主要集中在贵州大部和湖南西部等区域。2)研究区耕地利用效率与冗余率呈显著负相关,耕地生产投入要素均存在冗余情况,尤其是农业从业人员与化肥施用量的冗余情况较为严重。黔南、滇南地区在耕地面积及农业从业人员方面冗余情况均较为严重,安徽及江西北部在农业机械总动力要素投入方面冗余率上升较快,各省份在化肥施用量冗余率方面均处于高水平。研究认为,长江经济带不同地区要根据区域内耕地投入冗余情况,因地制宜实施差别化耕地利用政策,提升耕地利用效率,保障我国粮食安全。 Being an important grain-producing area in China,the Yangtze River economic belt experienced a rapid economic development.It is of great practical significance to analyze the farmland utilization efficiency for balancing economic development and ensuring grain security.Applying the super-efficiency SBM model,this paper calculated the farmland utilization efficiency in 126 prefecture-level cities in the Yangtze River economic belt from 2008 to 2017 to reveal its spatial and temporal evolution characteristics,to put forward future direction of improving farmland utilization efficiency from the perspective of factor inputs.Results show that:1)The farmland utilization efficiency in the Yangtze River economic belt shows a fluctuation trend and the overall efficiency is not high but the regional differences are obvious in the research period.The spatial distribution is characterized by significant agglomeration and the high-efficiency areas are mainly concentrated in the eastern coastal areas of Jiangsu and the low-efficiency areas are mainly concentrated in most of Guizhou and western Hunan.2)There is a significant negative correlation between farmland utilization efficiency and redundancy rate in the research area.There is redundancy in input factors of farmland production,especially the redundancy of agricultural employees and fertilizer application.Redundancy in farmland area and agricultural employees in southern Guizhou and southern Yunnan is relatively serious.The redundancy rate in total power factor input of agricultural machinery in Anhui and northern Jiangxi has risen rapidly,and all provinces are at a high level in terms of redundancy rate of fertilizer application.Therefore,different regions in the Yangtze River economic belt should implement differentiated farmland utilization policies according to local conditions and theredundancy of farmland in the region and improve the farmland utilization efficiency to help ensure China’s grain security.
