摘要
[目的]分析二级公立医院绩效考核指标,为提高绩效考核的科学性、加强公立医院运营管理提供建议。[方法]运用利益相关者分析法与指标内容、指标导向构建理论分析框架,分析评价利益需求内容对应的指标体系内容、利益需求导向对应的指标体系导向。[结果]二级公立医院绩效考核指标体系包含一级指标4个,二级指标10个,三级指标28个,均为定量指标。指标内容方面,功能定位要不断提高诊疗服务能力,费用控制可联合研究更科学的付费方式,可以探索增加医疗质量指标甲级病例率、医疗服务指标优质护理率等监管指标。指标导向方面,重点监控药品和高值耗材收入占比、平均住院日可考虑为逐步降低导向。[结论]二级公立医院绩效考核指标体系与利益相关者的利益需求和导向整体一致,少数指标需要进一步监测比较,需要根据绩效考核政策的不断完善而进行调整和优化。
Objective Analyze the performance appraisal indicators of secondary public hospitals so as to provide suggestions for improving the scientificity of performance appraisal and strengthening operation management for public hospital.Methods It used the stakeholder analysis method and index content and index guidance to construct theoretical analysis framework,analyzed and evaluated the index system content corresponding to the interest demand content,and the index system orientation corresponding to the interest demand orientation.Results The performance evaluation index system of second-level public hospitals included 4 first-level indexes,10 second-level indexes,and 28 third-level indexes,all of which were quantitative indexes.In terms of index content,functional positioning should continuously improve diagnosis and treatment service capabilities,cost control can be combined with more scientific payment methods,and it can be explored to increase the medical quality index grade A case rate,the medical service index high-quality nursing rate and other regulatory indicators.In terms of indicator orientation,focused on monitoring proportion of revenue from drugs and high-value consumables and the average hospital stay can be considered as a gradual reduction orientation.Conclusions The performance appraisal indicator system of secondary public hospitals consistent with the interest needs and orientation of stakeholders.A few indicators need further supervision and comparison,and need adjustment and optimization according to continuously perfect performance appraisal policy.
