摘要
海洋大数据既是大数据技术在海洋领域的科学实践,也是大数据技术和分析方法支撑下的特殊价值实现。充分挖掘并发挥海洋大数据的价值是提升海洋安全治理能力、建设“海洋强国”和“海洋命运共同体”,实现海洋“数字化”和“智慧化”的必然趋势。国内外已逐步将大数据技术和分析方法应用于海洋安全的治理工作中来,在传统安全治理中,海洋大数据不仅能提升海上作战与防御能力,还能助力维护中国海洋领土主权。在非传统安全治理中,海洋大数据在防范应对海上恐怖主义、保障远海航行、维护海洋渔业安全,以及保护海洋环境等方面都发挥了重要作用。但海洋数据资源在急剧增长的同时对数据的分析、存储技术提出了更高要求,海洋时空大数据的质量检验、安全监管也亟需技术突破。此外,各国数据保护阻碍海洋数据跨境共享,限制了数据资源的互联互通,需要各国通力合作加以应对。
Marine big data is not only the scientific practice of big data technology in the marine field,but also the realization of special value supported by big data technology and analysis methods.Fully exploiting the value of ocean big data is an inevitable trend for enhancing ocean security governance capabilities,building a“marine power”and a“maritime community with a shared future”,and realizing marine digitization and intelligence.At home and abroad,big data technologies and analysis methods have been gradually applied to maritime security governance.In traditional security governance,marine big data can not only enhance maritime combat and defense capabilities,but also help safeguard China's maritime territorial sovereignty.In non-traditional security governance,marine big data has played an important role in preventing and responding to maritime terrorism,ensuring long-distance navigation,maintaining the safety of marine fisheries,and protecting the marine environment.However,marine data resources are increasing rapidly while putting forward higher requirements on data analysis and storage technology.The quality inspection and safety supervision of marine space-time big data also urgently need technological breakthroughs.In addition,the war to defend national data sovereignty hinders the cross-border sharing of marine data and restricts the interconnection of data resources,requiring all countries to work together to deal with it.
