摘要
2021年2月14日以来,美国得克萨斯州受寒冷天气的影响,发生大停电事故。事故造成得州切除负荷约20000MW,影响人口约400万。该文首先介绍得州电网的基本概况,然后依据得州电力可靠性委员会(ERCOT)提供的事故报告,梳理事故发展过程和恢复过程,分析事故原因,并对比2011年的得州停电事故。最后结合我国电网发展的实际情况,总结出对我国新能源发展的启示。
On February 14, 2021, a major blackout happened in Texas due to extreme cold weather. The accident caused the loss of more than 20 GW of power load in Texas and affected about 4 million people. In this paper, we first introduced the basic situation of the Texas power grid. Then, based on the report released by ERCOT, the evolving pattern and restoration process were analyzed in detail. Moreover, a comprehensive comparison with the 2011 Texas power failure was conducted, from the perspective of their origins and evolution. Finally, in the light of the experiences drawn from the Texas outages, the future developing path for renewable energy sources was discussed, in the context of the status quo of China’s power grid.
