摘要
工商资本下乡流转土地问题始终是各界关注的焦点。文章反思了工商资本下乡流转土地的两类主要问题,研究发现,工商资本流转土地的农业经营模式常因农业生产和乡土社会的特殊性而陷入困境,但这一制约可通过机制设计加以破解;要客观认识工商资本土地流转行为在农业发展、农民权益、农村秩序等方面引发问题的普遍性和差异性。在工商资本下乡流转土地的过程中,政府要在协调工商资本下乡与农村人口进城、匹配政府政策供给与工商资本政策需求、平衡工商资本强势与农村农民弱势等方面有所作为。
With the implementation of Rural Revitalization Strategy,industrial and commercial capital going to the countryside is in the ascendant,and the problem of capital transfer of land has become the focus of attention from all walks of life.This paper makes a deep reflection on the two main problems of industrial and commercial capital transferring land to the countryside,and finds that the industrial and commercial capital transferring land management in agriculture is easily restricted by the special features of agricultural production and local society,but it can be solved through mechanism design in practice;it is necessary to objectively recognize the problems caused by industrial and commercial capital transferring land in agricultural development,farmers’rights and interests,and rural order.Compared with other transfer subjects,the occurrence mechanism of the problem is consistent,but the severity is different.To guide industrial and commercial capital to transfer land in the countryside,the government should adopt policy in coordinating industrial and commercial capital to the countryside and rural population to the city,matching government policy supply with commercial capital policy needs,balancing the strength of industrial and commercial capital and the weakness of rural farmers.
