煤矿区生态环境治理绩效评价及障碍因子诊断——基于河南煤矿区居民满意度的视角 被引量:18

摘要 定量测度煤矿区生态环境治理绩效并诊断其障碍因子,是改善煤矿区生态环境治理绩效和促进煤矿区生态环境可持续发展的有效途径。以煤矿区居民满意度为视角,从生态破坏治理和环境污染治理两个方面构建煤矿区生态环境治理绩效评价指标体系,采用基于熵权TOPSIS模型和障碍度模型,通过对河南煤炭基地的平顶山矿区、永夏矿区和鹤壁矿区居民的问卷调查,测度煤矿区生态环境治理绩效水平和诊断其障碍因子。结果表明,永夏矿区、平顶山矿区和鹤壁矿区的生态环境治理绩效评价值为0.602、0.596、0.578,对应的绩效水平分别为良好、良好、一般,煤矿区生态环境治理的居民满意度存在区域差异。煤矿区生态环境治理绩效水平最重要的影响因素是矿区居民对环境污染的评价,其次是生态破坏治理的评价;影响煤矿区生态环境治理绩效水平的主要障碍因子为大气污染、水体污染、水土流失、土壤污染和噪声污染等方面的治理。研究结果可为我国煤矿区生态环境治理和国土空间生态修复提供参考。 The present paper intends to undertake a mission to assess and ascertain the performance level of the ecological environment control in the coalmining areas and overcoming of its obstacles.Its sacred goal is to clarify and determine the effective approach to the effective eco-environment control and sustainable development of the healthy eco-environment in the coal mining areas.And,for the above said purposes,we have managed to take the satisfactory indexes of the residents around the mining areas in Henan Province as criteria to build up a performance evaluation index system of the ecological environment control in the coal mining areas from the following 2 aspects:the ecological destruction control and the environmental pollution control by using the TOPSIS model and the obstacle control model based on the entropy.And,then,we have also prepared and worked out a questionnaire survey for the response of the surrounding residents of the Pingdingshan coal mine area(Henan),the Yongxia coal mine area and Hebi coal mining area of Henan Coal Mine Base.At the same time,we have also managed to collect the response to the performance level of the eco-environment control in these areas and make out the related obstacle factors.The results of the above investigations show that the eco-environment control performance assessment value of Yongxia coal mine area can be said highest at the index of 0.602,with the closeness of the positive ideal solution being 0.663,which can be taken as the highly corresponding performance level.And,then,the ecological environment control performance level of the Pingdingshan coal mine area can be ranked at the second level,that is of 0.592,very close to the idealistic positive solution of 0.613,with nice corresponding performance level.As for the eco-environment control risk assessment value,Hebi coal mine area should be regarded as being the lowest,that is,at the level of 0.578,very close to the idealistically positive one,that is 0.331.What is more,the eco-environment control risk assessment value is to be of the corresponding average performance level.There are regional differences in the satisfaction of the residents in the ecological environment management of coal mine areas.The main obstacles to the performance level of the ecological environment control in the coal mining areas are mainly clustered in the evaluation of the environmental pollution control by the residents of the mining area,followed by the assessment of the ecological damage control.As to the environmental pollution control by the residents in the coal mine area,it can be said that the administrative guidance,the greatest impact of the administrative performance of the eco-environment control can be said mainly focused on the air pollution control,the water pollution control,the soil pollution control and that over the noise pollution.Such control strategy and measures can be said mainly focused on the ecological damage,including chiefly those over the soil erosion.Hence,the research results of the said paper can be taken as a contributive research goal to provide an essential reference to the eco-environment management and land space ecological restoration in the coal-mining areas of our motherland.
