摘要突如其来的全球新型冠状病毒引发的肺炎疫情使得2020年成为充满挑战的一年。面对来自内外部的严峻挑战,中国高校图书馆更加重视战略规划的制定,以确保在新征程上取得高质量发展。2020年12月14-16日,教育部高等学校图书情报工作指导委员会组织召开了"2018-2022年教育部高等学校图书情报工作指导委员会第三次工作会议"。会议主题聚焦于高校图书馆"十四五"规划制定。会议传达、学习了党的十九届五中全会精神和《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》,传达、学习了教育部关于高等教育的新方针、新战略,在深入领会上述内容的基础上,探讨如何与国家规划衔接,融入高等教育大局,科学制定高校图书馆"十四五"发展规划。从宏观、中观、微观三个层面,深入研讨了科学制定高校图书馆"十四五"规划的路径与方法,以期为未来图书馆的长远发展提供有益指导。 The sudden global outbreak of COVID-19 makes 2020 to be the most challenging year!Facing the severe inner and outer challenges,Chinese academic libraries pay more attention to formulate strategic plan,in order to maintain stable development and draw the blueprint for the future.From December 14 to 16,2020,the 3rd Conference of the Steering Committee for Academic Libraries of China from 2018 to 2022 was held in Peking University,the theme of the conference is the 14th Five-Year Plan of Chinese academic libraries.The conference participants learned and understood the spirit of the 5th plenary session of the 19th Central Committee of the Communist Party of China(CPC)and the CPC Central Committee s Proposals for Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035.Moreover,the conference conveyed the new policy and strategy on higher education of the Ministry of Education in China.On the basis of in-depth understanding of the above important national strategic policies,the goal of development of Chinese academic libraries has been clarified.That is,how to link up with the national strategic plan,how to integrate into the overall situation of higher education,and how to formulate scientifically the 14th Five-Year Plan of academic libraries.This paper summarizes the contents and highlights of this conference,and discusses the paths and methods of scientifically formulating the 14th Five-Year Plan of Chinese academic libraries from the macro,middle or micro level,so as to provide useful guidance for the long-term development of Chinese academic libraries in the near future.
