摘要
"一带一路"建设走深走实,以及东北亚局势整体趋缓释放区域合作新潜力,给山东全方位开放带来新的机遇。山东具有全面加速融入世界经济体系、陆海共进开放格局基本形成、新旧动能转换助推"增量崛起"、政策叠加助力开放先行先试等基础,但也面临开放优势明显减弱、地缘区位优势趋弱、增长优势尚不突出、政策红利释放不足等突出问题。山东打造对外开放新高地,应紧抓政策机遇窗口高点定位高标建设上合组织地方合作示范区,立足东北亚新枢纽重点深化与日韩全方位合作,进一步强化海上战略支点构建陆海内外联动开放新格局,全力推进自贸试验区建设释放政策叠加、集成效应。
The development of"the Belt and Road"and the overall situation in Northeast Asia has released new potential of regional cooperation,bringing new opportunities to the all-round opening up of Shandong.Shandong has the comprehensive accelerate into the world economic system,land,sea and in the open pattern basic formation,transformation of old and new kinetic energy booster"incremental rise",open policy stack power first try,but also face open advantage weakened obviously,geographical location advantages weakening,growth advantage is not outstanding,the lack of policy support and outstanding problems.Shandong to build open new heights,should be involved in the construction of high policy opportunity window on the sco regional cooperation demonstration zone,basing on the new hub on deepening northeast Asia,Japan and South Korea all-round cooperation,further strengthening maritime strategic fulcrum to construct new pattern of open sea internal and external linkage,and release the policy to promote the free trade area construction superposition and integration effect.
