摘要
基于超效率SBM模型,采用2000-2017年的面板数据,测度了长江经济带11个省市碳排放效率,并建立空间计量模型探讨碳排放效率的影响因素及其空间效应。结果表明:“十一五”规划以来,长江经济带碳排放效率呈现上升的趋势,且地区间存在明显的差异;经济发展水平和能源结构能显著地促进碳排放效率的提升,政府规制和对外开放程度会抑制碳排放效率;长江经济带碳排放效率存在显著的空间相关性。为提升长江经济带碳排放效率,一是应转变经济发展模式,深化建设资源节约型、环境友好型社会;二是要鼓励科技创新,加快转变能源消费结构;三是统筹规划,推动区域协调发展。
Based on super-efficiency SBM model,this paper uses the panel data from 2000 to 2017 to measure the carbon emission efficiency of 11 provinces and cities in the Yangtze River Economic Belt,and establishes a spatial measurement model to discuss the influencing factors and spacial effects of carbon emission efficiency.The results indicate that since the 11 th Five-Year Plan,the carbon emission efficiency of the Yangtze River Economic Belt has shown an upward trend,but there are obvious differences between regions;that level of economic development and energy structure can significantly promote the improvement of carbon emission efficiency while degree of government regulation and opening to the outside world will restrain it;that there is a significant correlation between the carbon emission efficiency of the Yangtze River Economic Belt and spacial elements.In order to promote the carbon emission efficiency of the area,its economic development model should be transformed and the construction of a resource-saving and environment-friendly society be enhanced;technological innovation should be encouraged and transformation of energy consumption structure be accelerated;regional coordination development need to be promoted through overall planning.
