摘要
在“20·8”洪水防御过程中,重庆市坚持人民至上、生命至上,通过科学精细调度水工程,有力防御重庆长江、嘉陵江“20·8”罕见洪水,取得了2020年水旱灾害防御的重大胜利。总结了重庆洪涝灾害特点、“20·8”洪水防御调度过程及经验,分析了存在的问题。为进一步做好洪水调度,提出了夯实城乡防洪工程体系,提升水文监测预警能力,增强跨区域、跨流域联调联控协作,统筹兼顾找准调度平衡点等对策建议。
In the process of the Chongqing“20·8”flood prevention,by adhering to the principle of“putting people and their lives in the first place”,Chongqing effectively controlled the rare flood occurred in the Chongqing section of the Yangtze River and Jialing River through scientific,meticulous reservoirs operation and achieved a victory.In this paper,the characteristics of flood disasters as well as the operation process and experience regarding the flood prevention were analyzed and summarized,problems were also probed into.In addition,some countermeasures and suggestions were proposed,such as consolidating urban and rural flood control systems,improving hydrological monitoring and early warning capability,enhancing the cross-regional and cross-basin coordinated cooperation and control,and making overall plans to position the balance point of operation,for the purpose of further improving the efforts of flood prevention.
