摘要
奶业政策的有效制定和实施对国家奶业发展壮大至关重要。目前中国奶业正朝着实现奶业转换升级、创造中国奶业品牌、提升奶业国际竞争力的方向努力。但由于中国有关奶业的相关政策制定时间较晚,而且与其他国家相比,中国的奶业政策手段比较单一,有些政策还需要进一步完善。通过对中国历年奶业政策的解析,将1949—2019年中国出台的主要奶业政策划分为4个阶段进行归纳与总结,分析未来中国奶业在实现规模化过程中如何通过相关政策避免奶业发展中可能遇到的风险、提升奶业发展效率,并提出相关政策建议。
The effective formulation and implementation of dairy policy is very important for the development and growth of national dairy industry. At present, China’s dairy industry is working towards the transformation and upgrading of dairy industry, the creation of Chinese dairy brand, and the promotion of international competitiveness of dairy industry. However, due to the late formulation of relevant policies on dairy industry in China, and comparing with other countries, the policy means of dairy industry in China are relatively single, and some policies need to be further improved. Through the analysis of China’s dairy policy over the years, the main dairy policies issued by China from 1949 to 2019 were divided into four stages to be summarized, and how to avoid the risks and improve the development efficiency of dairy industry in the process of achieving scale were analyzed. Finally, some policies recommendations were put forward.
