摘要
近年来国家出台的多项农业生态补偿政策虽然取得了显著成效,但我国农用化学品用量仍是世界平均水平的3.58倍。以往的经验表明,农业生态补偿政策由于牵涉众多利益主体而导致其作用机理复杂,难以洞察。文章以已有研究为线索归纳了农业生态补偿作用机理的主要范式,构建了一个多维视角下的钻石框架模型。结果发现:以生态环保为目标,生产性补偿政策较收入性补偿政策能发挥出更好的作用;以农户积极性为主要目标,生产性补偿政策对农户收入的提升作用依然优于收入性补偿政策;以粮食安全为主要目标,生产性与收入性补偿政策则各有优势。本文遵循从现实归纳理论用于现实的原则,不仅对已有领域分散研究进行了重新整合与梳理,并且提出了具备操作程序价值和意义的模型框架。
In recent years,several agricultural ecological compensation policies issued by the state have made remarkable achievements.However,the consumption of agricultural chemicals in China is still 3.58 times of the world’s average level.Previous experience shows that the mechanism of agricultural ecological compensation policy is complex because it involves many stakeholders.This paper summarizes the main paradigms of the mechanism of agricultural ecological compensation,constructs,and verifies a diamond framework model from a multidimensional perspective.This paper finds that the productive compensation policy can play a better role than the income compensation policy with the goal of ecological environment protection.Taking the enthusiasm of farmers as the main goal,the effect of productive compensation policy on improving farmers’income is still better than that of income compensation policy.With food security as the main goal,the productive and income compensation policies have their advantages.Following the principle of applying induction theory from reality to reality,this paper not only reconstructs and verifies the existing decentralized research,but also puts forward a model framework with operation procedure value and significance.
