摘要
区块链是人类历史上首次构建的可信系统,具有分布式存储、去中心化、去信任、透明性等特征。社会足球是实现足球强国梦的重要领域,当前亟需探索符合社会足球自发性特点的治理方式,规范社会足球的发展秩序。研究将区块链融入社会足球治理,为社会足球智慧治理提供可行路径。针对目前社会足球治理情景不配适、治理效力待提高、制度发展不健全、治理过程不透明等问题,提出社会足球的区块链治理理念,包括分布式治理模式、基于共识的监管、智能合约保障利益、可追溯式资源整合。设计基于区块链的社会足球治理模型,包括3条治理路径:(1)“政府部门—教育部门—地方足协—社会企业”等的跨部门治理路径;(2)“足球联盟—足球社团—社团成员”的自治路径;(3)“社会足球监督、保障、供给机制—足球联盟”的P2P精准治理路径。基于区块链的智慧化社会足球治理体系,对于重塑社会足球赛场内外秩序、实现社会足球产业化、推动“足球强国”纵深化发展具有重要意义。
Blockchain is a trusted system built for the first time in human history,which has the characteristics of distributed storage,decentralization,distrust and transparency.Social football is an important field to realize the dream of a football power.At present,it is urgent to explore the governance mode in line with the spontaneous characteristics of social football and standardize the development order of social football.This paper studies how to integrate blockchain into the social football governance to provide a feasible path for social football intelligence governance.In view of the problems of the current social football area,such as the unsuitable governance situation,the low governance effectiveness,the imperfect system development,and the non-transparent governance process,this paper proposes the concept of social football blockchain governance,including distributed governance mode,supervision based on consensus,smart contract to protect benefits,and traceable resource integration.This paper designs a social football governance model based on blockchain,including three governance paths:(1)The cross section governance path of“government department-education department-local football association-social enterprise”;(2)The autonomy path of“football league-football association-association member”;(3)The P2P precise governance path of“social football supervision,guarantee and supply mechanism-football league”.The blockchain-based intelligent social football governance system is of great significance to reshape the internal and external order of social football,realize the industrialization of social football,and promote the vertical and deep development of“football power”.
