摘要
国家治理现代化是新时代中国特色社会主义迈向更高阶段的内在体现。在迈向国家治理现代化的进程中,全面法治与国家治理现代化有着内在的联系和外在的契合,法治化是国家治理现代化的必由之路。民族工作事务治理现代化是国家治理现代化的重要组成部分,民族工作事务法治化也是新时代民族工作实现跨越式发展的应有之义。法治为民族工作事务治理构建了价值取向、制度供给、执行依据、能力保证及评价机制等,是将民族工作事务治理现代化机制转化为卓越治理效能的根本保障。在民族工作事务治理现代化的过程中,法治化是民族工作事务治理的思想、方略和路径,二者呈现出相辅相成、相互契合且相得益彰的互构逻辑。民族工作事务法治化将确保民族事务治理在法治轨道上运行,在国家制度体系层面为铸牢中华民族共同体提供保障,为中华民族伟大复兴创造源源不断动力。
The modernization of state governance is the internal manifestation as the higher stage of socialism with Chinese characteristics for a new era.In the process of moving towards the modernization of the state,the comprehensive rule of law and the modernization of state governance have an internal connection and an external affinity.The rule of law is the only way to modernize the state governance for China.The modernization of the management of ethnic affairs is an important part of the modernization of national governance.Meanwhile,the rule of law for ethnic affairs is also the very significance of the leapfrog development for managing ethnic affairs in the new era.The rule of law has established the value orientation,institutional supply,and evaluation mechanism,and assured the executive basis and ability for the management of ethnic affairs.It is the fundamental guarantee for transforming the modernization mechanism to excellent governance efficiency for ethnic affairs.In the process of modernizing the management of ethic affairs,the rule of law is the guiding principle,strategy and approach.The logic connecting the rule of law and modernization of the management of ethnic affairs shows complements for each other and benefits each other.The rule of law in connection with ethnic affairs will ensure the management of ethnic affairs on the correct track,which will provide a guarantee for the establishment of the Chinese national community with a shared future and an inexhaustible driving force for realizing the great Chinese dream of national rejuvenation.
