摘要
科普宣教是重要农业文化遗产的重要功能之一,也是对重要农业文化遗产进行适应性管理和综合利用的重要手段和方式。重要农业文化遗产包括联合国粮农组织认定的全球重要农业文化遗产(GIAHS)和农业农村部认定的中国重要农业文化遗产(China-NIAHS)。自2005年青田稻鱼共生系统被正式认定为GIAHS保护试点以来,重要农业文化遗产的科普宣教活动已经历15年的发展,并日益受到各方的重视。重要农业文化遗产各不相同,具有复合性、动态性、多功能性等特点,富有生态价值、经济价值、文化价值等多元价值,为开展重要农业文化遗产的科普宣教带来一定的挑战性。文章从理论上提出重要农业文化遗产科普宣教内涵与宣教体系,并从宣教主题、宣教设施、宣教媒介、宣教活动和宣教主体等角度,分析总结了2005—2020年重要农业文化遗产的科普宣教工作进展与存在问题,对后续科普宣教工作提出了策略性建议,以期为我国重要农业文化遗产的科普宣教系统建设提供参考。
Science education and publicity is one of the most important functions of agricultural heritage and an important approach and method towards adaptive management and comprehensive utilization of agricultural heritage.Important Agricultural Heritage Systems(IAHS)includes Globally Important Agricultural Heritage Systems(GIAHS)designated by Food and Agriculture Organization(FAO)of the United Nations,and China Nationally Important Agricultural Heritage Systems(China-NIAHS)certificated by the Ministry of Agriculture and Rural Affairs(MARA)of the People’s Republic of China.In 2005,Qingtian Rice-Fish Culture System in Zhejiang Province was designated as the first GIAHS pilot site in China.Since then,science education and publicity activities of IAHS have developed over the past 15 years,receiving an increasing attention from various parties.IAHS has complex,dynamic,and multifunctional characteristics in general and each IAHS site is unique,which brings challenges to carry out the science education and publicity work.Based on the concept of IAHS science education and publicity,this paper analyzed the progresses and summarized the lessons of IAHS science education and publicity in the past 15 years with systematic analysis from the perspectives of subjects,facilities,media,activities and the main objects to carry out science education and publicity.Finally,strategic suggestions for the follow-up science education work were put forward to provide references for the improvement of science education and publicity of IAHS in China.
