摘要
行业协会商会涉企乱收费问题具有一定的顽固性、复杂性和多发性,迫切需要予以重点关注和持续治理。日前,国务院办公厅专门下发文件,对进一步规范行业协会商会收费作出安排部署。为更好把握文件的新规定、新精神和新要求,推动加强行业协会商会收费规范工作取得实效,本文对行业协会商会收费及管理等方面存在的突出问题进行了梳理分析,对进一步加强行业协会商会收费规范的关注重点、主要举措和落实保障机制等进行了深入研读,并在此基础上提出了做好进一步加强行业协会商会收费规范工作的建议。
The issue of arbitrary charges related to enterprises by the industry associations and chambers of commerce have the characteristics of stubbornness,complexity and recurrence,which is crying need for the attention and continuous governance.A few days ago,the State Council issued a special document to make arrangements,further improving the related supervision mechanism of industry associations and chambers of commerce.In order to better understand the new regulations,new spirits and new requirements of the document,and promote industry associations and chambers of commerce achieving practical results,the article would summarize and analyze the outstanding issues which exist in the charges and management of industry associations and chambers of commerce.It also has an in-depth interpretation of the focus,main measures,implementation of the guarantee mechanism,and etc.On the ground,the article would put forward opinions and suggestions on further strengthening the charging regulations of the industry associations and chambers of commerce.
