县级政府履行教育职责监测指标体系构建与运用策略初探

摘要 构建指标体系是科学开展政府履职监测的前提和基础。构建政府履职监测指标体系,可在CIPP评价模型和行为结果管理绩效评价理念指导下,坚持系统性、针对性、计量性和价值性原则,形成投入与产出、行为与结果两条逻辑并行且又自成一体的监测指标体系,包括教育发展支撑水平、教育保障水平、教育治理水平、教育发展水平、教育满意度5个一级指标和教育经费投入水平等18个二级指标。应用政府履职监测指标体系时,应把握好两个策略:一是以问题为导向,科学确定年度监测点;二是以监测指标之间的关系为基础建立合理的监测结果解释模型。 The construction of a system of indicators is a prerequisite and basis for scientific monitoring of government performance.Building a monitoring indicator system for government performance can adhere to the principles of systemic,targeted,measurable and valuable under the guidance of the CIPP evaluation model and the concept of performance evaluation of behavioral results management,forming a logical parallel and self-contained monitoring indicator system for inputs and outputs,behaviors and results.The system consists of 5 first indicators,including the level of education support of the development,education security,education governance,education development and education satisfaction,and 18 secondary indicators including education funding and so on.When applying the system of government performance monitoring indicators,two strategies should be grasped,one is to be problem-oriented and scientifically determine the annual monitoring points,and the other is to establish a reasonable interpretation model of monitoring results based on the relationship between monitoring indicators.
