摘要
全球价值链视角下,产业基础能力是指一国或者地区所具有的支撑产业参与和构建全球价值链分工的基础性条件和力量,产业链现代化是指一个国家或者地区提升产业链水平、强化其产业在全球价值链各环节的增值能力、实现在全球价值链的地位升级的过程。中国在全球价值链中扮演着关键的"枢纽"角色,但产业附加值总体上还有待提高,尤其是以工业"四基"为代表的产业基础还比较薄弱,核心技术受制于人的现状短期难以改变。受逆全球化、新工业革命和新冠疫情的冲击,中国产业链的安全与全球地位受到极大挑战,需从长期视角思考如何在产业链安全和产业链效率之间寻求平衡。鉴于此,建议从思想上高度重视提升产业基础能力和产业链水平,从中华民族伟大复兴战略全局和世界百年未有之大变局的"两个大局"高度认识其必要性,充分发挥我国新型举国体制优势以及竞争政策的基础性作用,提高中国企业全球价值链治理能力。
From the perspective of global value chain,industrial basic capacity refers to the basic conditions and strength that a country or region has to support industrial participation and build global value chain division of labor.Industrial chain modernization refers to the process that a country or region improves the level of industrial chain,strengthens the value-added ability of its industry in all aspects of the global value chain,and realizes the upgrading of its status in the global value chain.China plays a key role in the global value chain.However,on the whole,China's industrial added value still needs to be improved,especially the industrial foundation represented by the“four industrial bases”is still relatively weak,and the status quo that the core technology controlled by others is difficult to change in the short term.Facing the challenge of the globalization,new industrial revolution and new crown pneumonia,the safety and global status of China"s industrial chain is facing great challenges.It is necessary to think about how to balance the industrial chain safety and the industrial chain efficiency from a longterm perspective.We should attach great importance to improving the basic industrial capacity and the level of industrial chain ideologically,and recognize the necessity from the overall situation of the great rejuvenation strategy of the Chinese nation and the“two overall situations”of the worlds unprecedented great changes in a century.We should give full play to the advantages of Chinas new national system,give full play to the fundamental role of competition policy,and improve the governance ability of Chinese enterprises in the global value chain.
