摘要
简牍可见,秦时里的职能是配合乡,负责民籍、赋役、狱案、治安等相关事务。具体而言:在里民申报年龄、户口和申请出分财产、"质"马牛人时进行审核,并定期上报里中户籍变动;协助乡征派徭役,参与田租、户赋的征收,对"癃"和"不傅"等避离徭役的情况进行审核;协助县、乡勘察狱案现场、检验证词,"封守""有鞫者"亲属、财产;逮捕、检举、制止里中的犯罪人员或行为。上述职能为将故六国地区基层社会纳入国家系统,并维护地区的稳定,起到了重要作用。另一方面也加剧了关东地区基层社会与统治阶层的矛盾。
According to the bamboo and wooden slips, the duties of Li(the lowest administrative unit in Qin Dynasty)was to cooperate with the towns and was responsible for civilian registration, conscription, prison case and public security,specifically including reviewing when residents declared their age and household registration, applied for the distribution of property and registered their property, regularly reporting the changes of household registration of residents, assisting the township with the corvee, participating in the collection of land rent and household tax, and reviewing the situation of avoiding the corvee such as "Yi"(aging) and "Bu Fu(no registering)", assisting counties and towns to investigate the scene of prison cases, examining testimonies, and "sealing" relatives and property of "those in prison", arresting, reporting, and stopping criminals or their behaviors. The above-mentioned functions played an important role in bringing the grass-roots society in the six countries into the national system and maintaining the regional stability. On the other hand, it also aggravated the contradiction between the grass-roots society and the ruling class in Kanto area.
