摘要
追溯林长制改革的历史脉络,基于对安徽省两市的调研,分析认为行政逐级的发包制、生态政绩考核、“问责”压力倒逼以及社会大众监督极大地推进了林长制改革的良性运行。在调研过程中发现,安徽省林长制改革中存在“林长”角色责任冲突、民众主体功能缺位、部门协调机制诸多掣肘、社会组织力量不受重视等诸多困境。最后,立足安徽实践,从完善制度供给、延伸责任链、动员社会力量参与以及优化政策工具等多方面提出了对策建议,以期有助于林长制的长效运作,推进生态文明建设。
By tracing back to the historical context of the reform of forestry chief system,and based on the field research on the two cities in Anhui Province,it is found that the administrative level-by-level contracting system,ecological performance evaluation,pressure of accountability and public supervision have greatly promoted the reform of forestry chief system.The investigation shows that there are many difficulties in the reform of forestry chief system in Anhui Province,such as conflicts of roles and responsibilities of forestry chief,absence of core functions of local people,constraints of departmental coordination mechanism,and lack of attention to social organizations.Based on the practice of Anhui Province,countermeasures and suggestions are put forward from the aspects of perfecting the system supply,extending the chain of responsibility,mobilizing the participants and optimizing the policy tools.It helps the long-term operation of the forestry chief system and has practical significance for promoting the ecological civilization.
