攀枝花市臭氧污染的健康效应和经济学评价

Health Effects and Economic Evaluation of Ozone Pollution in Panzhihua City

摘要 为探求O3污染的健康效应,本文基于2017年攀枝花市5个空气监测点的监测数据,以O3-8hmax年均值作为年均暴露水平,以该年常住人口为O3暴露人口,以循环系统和呼吸系统疾病早逝、住院为健康终点,用泊松回归模型计算O3污染对当地居民的健康效应,用支付意愿法和疾病成本法分别计算因O3导致早逝和住院的相关经济损失。结果表明,2017年攀枝花市O3年均浓度为80.30µg/m^3,因O3目标疾病早逝数为30(95%CI:11~48)例,住院数为1510(95%CI:802~2252)例,年损失经济为6930(95%CI:3420~10500)万元。当前,当地政府应当重视O3污染,完善相应机制,以保证当地居民的健康生活,减少经济损失。 In order to explore the health effects of O3 pollution,based on the monitoring data of 5 air monitoring points in Panzhihua City in 2017,the annual average value of O3-8hmax was used as the average annual exposure level,the resident population in that year was taken as the O3 exposed population,early death and hospitalization from circulatory and respiratory diseases was taken as the health endpoint,the Poisson regression model was used to calculate the health effects of O3 pollution on local residents,and the willingness to pay method and the cost illness method were used to calculate the economic losses related to premature death and hospitalization due to O3.The results showed that the average annual concentration of O3 in Panzhihua City in 2017 was 80.30µg/m^3,and the number of premature deaths due to O3 target diseases was 30(95%CI:11~48)cases,the number of hospitalizations was 1510(95%CI:802~2252)cases,and the annual economic loss was 6930(95%CI:3420~10500)million yuan.At present,the local government should pay attention to O3 pollution and improve the corresponding mechanism to ensure the healthy life of local residents and reduce economic losses.
