摘要
【目的/意义】政府门户网站政务服务能力的科学测度,是有效提升我国数字政府治理水平和深化我国"互联网+政务服务"发展进程的必然要求。【方法/过程】本文以各政府网站公开发布的《政府网站工作年度报表》为基准构建了政府门户网站政务服务能力测度指标体系,运用拉开档次组合评价法综合了熵值法、拉开档次法、均等权重法和灰色关联度法4种方法的评价结果,测度了2018年我国31个省级"政府门户网站政务服务指数",并分析了其空间规律。【结果/结论】结果表明,按照"政府门户网站政务服务指数"的高低,31个省份可被划分为明星型、平庸型和落后型3种类型;从区域分布看,虽然存在一定的区域差异,但整体分布较为均衡。
【Purpose/significance】The scientific measurement of the government service capacity of government portal is an inevitable requirement for effectively improving the level of digital government governance and deepening the development process of"Internet+government services"in China.【Method/process】This paper builds a government portal e-government services ability measure index system based on the"Government Portal Work Annual Report"published on various government websites,using the scatter degree combination evaluation method combining the results of four methods,which include entropy value method,scatter degree method,equal weight method and gray correlation method,measured China’s 31 provincial-level"Government Portal Service Index"in 2018,and analyzed its spatial characteristics.【Result/conclusion】The results show that according to the level of"Government Portal Service Index",31 provinces can be divided into three types:star type,mediocre type and backward type;In terms of regional distribution,although there are certain regional differences,the overall distribution is relatively balanced.
