摘要
随着扫描制版、计算机和打印技术的发展,打印假币的制作变得更加容易。犯罪分子扫描真币制作假币电子模板,使用打印机打印假币,利用互联网、快递物流等手段传播制假技术、销售假币。与传统的大型机器印制假币犯罪相比,打印假币犯罪具有设备少、技术简单、成本低的特点,近年来这种犯罪模式呈蔓延态势。2014年以来,全国公安机关捣毁的打印假币窝点数从每年几十个上升到数百个。假币电子版是从源头上打击打印假币犯罪的关键要素。笔者从公安机关打击打印假币犯罪的需求出发,建立了一套假币电子版图文特征比对串并检验方法,并应用于解决打印假币案件的串并问题。该方法首先通过寻找假币电子版上的图文特征点,实现对电子版的分类;然后分析不同电子版上是否存在相同的特征疵点,确定他们是否来源于相同的真币扫描图片;最终利用图文特征点和疵点,实现对不同假币窝点中电子版的分类和串并,为打印假币案件的侦办工作提供技术支持。
With the developments in scanning stereotype,computer and printing technologies to lead the availability of both resorts and cost-low equipment,it is relatively easier to make counterfeit money.Frequently,criminals scan the genuine banknotes to manufacture the counterfeit electronic templates from which the counterfeit banknote is printed and vended along with the counterfeiting technology itself throughout the Internet and/or express logistics.In contrary against the conventional crimes of counterfeit currency produced with size-large offset printing machines,the on-going counterfeitcurrency crime is of less equipment,simpler technology and lower cost,having spread widely in recent years.Since 2014,the printing counterfeit-currency workshops,although persistently dismantled by the public security organs,have risen from dozens to hundreds per year.Cracking down the counterfeit-currency crimes demands of targeting at the crucial counterfeitcurrency electronic template as it is potential to curb the crime to spread.Facing to the urgent need of public security organs to contain and combat counterfeit-currency crimes,a set of methods have been built up for comparing and verifying the counterfeit-currency electronic templates,hence successfully having been applied into analyzing series of counterfeit-currency crimes.For example,the graphic features from the templates can be used to identify the templates’category;consecutively,the determination on whether the templates are from scanning the same genuine banknote and even same version can be judged with the identical graphic features and defects.Finally,the electronic templates are thus able to link or divide serial crimes through scrutiny into the distinctions of graphic features and defects.Such methods and practice would provide great technical support to the investigation of counterfeit-currency crimes.
