摘要
安全生产重于泰山,直接关系到为我国全面建成小康社会提供稳定的安全环境。我国进行了一系列职业安全规制体制改革来加强监管,取得了富有成效的进展。本文以职业安全监管机构变迁为视角,梳理了1949年以来我国历次职业安全体制改革实践,将我国职业安全体制改革划分为计划经济下的行政规制时期(1949——1976年)、市场经济下的深化发展期(1992—2018年)、应急管理改革后的不断完善期(2018年——至今),并理清了其背后演变逻辑。最后指出,我国职业安全规制体制改革未来的发展趋势:以人民的生命安全为底线强化劳动安全监管、以企业安全风险差异为基准优化规制工具组合、发挥主体能动性促进社会多元共治。
Safety production is the most important which is directly related to providing a stable and safe environment for China to build a well-off society in an all-round way.China has carried out a series of occupational safety regulatory system reforms to strengthen supervision and achieved fruitful progress.From the perspective of the change of occupational safety regulatory agencies,it has sorted out the reforms of China's occupational safety system since 1949,and divided the reform of China's occupational safety system into the period of administrative regulation under the planned economy(1949-1976)and the period of deepening development under the market economy(1992-2018),the period of continuous improvement after the emergency management reform(2018-present),and clarify the logic behind its evolution.Finally,it pointed out the future development trend of China's occupational safety regulatory system reform:strengthening labor safety supervision with the people's life safety as the bottom line,optimizing the combination of regulatory tools based on the differences in enterprise safety risks,and exerting the initiative of the subject to promote social pluralism.
