摘要
产业数字化、全球化新发展、移民潮和人口老龄化等多元因素为OECD成员国带来了新的发展挑战。为实现可持续发展动能的塑造与全球竞争力的提升,OECD以基于全生命历程的相关技能培养、在工作与生活中充分有效利用技能以及强化技能体系治理为框架,构建了旨在帮助成员国塑造未来产业发展所需技能体系的新技能战略。而职业教育与培训作为技能培育与供给的重要途径,OECD新技能战略为我国职业教育现代化提供了启示:以跨界、整合引领职业教育理念革新,以完满性、可持续性、对称性促进职业教育目标更新,以现代治理机制保障职业教育质量提升与优化。
Digitization of industry, new development of globalization, immigration tide and population aging bring new development challenges to OECD member countries in the new era. In order to realize the shaping of sustainable development momentum and the promotion of global competitiveness, OECD has constructed a new skills strategy aimed at helping member countries shape the skills system needed for future industrial development in the framework of skills training based on the whole life course, making full and effective use of skills in work and life, and strengthening the governance of skills system. Vocational education and training as an important way to nurture and supply skills, OECD’s new skills strategy has important enlightenments for exploring the all-round implementation of the modernization of vocational education: taking optimization of personnel training as the core, realizing updating of development ideas, targetting remodeling and security mechanisms.
