摘要
网格化社会治理在形成网络式社会治理格局、推动社会治理重心下移、实现更加精细化的治理、促进信息互联共享、提高社会治理效率和提升社会公共服务水平方面取得了初步成效。但仍存在建设规范不统一、权责边界不清晰、信息共享不充分、服务意识不浓厚、自治主体不积极、奖惩监督不给力、队伍建设不到位等突出问题,需要从强化顶层设计与统筹谋划、聚焦管理与服务进一步优化网格化治理的职能结构、健全完善网格化社会治理体系建设职责体系、加强网格化社会治理信息管理系统资源整合与功能升级、逐步提高网格员队伍的专业化能力素质与待遇保障五个方面加以改进。
Grid social governance has made initial effect in forming a network-style social governance pattern,promoting the downward shift of social governance,realizing more refined governance,promoting information interconnection and sharing,improving the efficiency of social governance and enhancing the level of social public services.But there are some outstanding problems,such as the lack of unified construction norms,unclear power and responsibility boundaries,insufficient information sharing,lack of service consciousness,non-active autonomous subjects,ineffective supervision of rewards and punishments,and inadequate team building.In view of these problems,it needs to be improved from the following five aspects:strengthening the top-level design and overall planning,focusing on management and service to further optimize the functional structure of grid governance,improving the responsibility system of grid social governance system,strengthening the integration and function upgrade of resources of grid social governance information management system,and gradually improving the professional competence and treatment guarantee of grid workers.
