关于“电子签章”技术在抽水蓄能电站工程文件单轨制归档中的应用研究 被引量:5

摘要 随着社会信息化和电子文件管理进程,我国推行多年的纸质、电子双套制文档管理的不适应性日益显现,相关政策和局部实践开始进行单轨制探索试点,但在认知、政策、行动上还有不少局限。推行单轨制是实现电子文件管理目标、助力信息化效能和降低成本的保障,从纸质管理平台转移到数字平台需要法律、政策和管理三大支点[1]。当下电站建设过程中所采用的纸质文件与电子文件共存的双轨并行,又出现了归档过程中加大工作量等一系列新的问题。随着基建智能管控系统的逐步完善,电子签章技术的不断成熟,如何使施工电子文件归档管理更符合实际需求,将具有保存价值的施工电子文件电子签章单轨制归档成电子档案,本文将对单轨制电子签章在施工文件归档中的应用进行分析和探讨[2]。 With the process of social information and electronic document management,the inadaptability of the paper and electronic double set document management which has been implemented for many years in our country has become increasingly apparent.Relevant policies and local practices have begun to carry out the pilot exploration of single track system,but there are still many limitations in cognition,policies and actions.The implementation of the single track system is the guarantee to achieve the objectives of electronic document management,help the efficiency of information and reduce costs.The transfer from paper management platform to digital platform requires three fulcrums of law,policy and management.At present,the paper documents and electronic documents used in the process of power station construction coexist in parallel,and a series of new problems,such as increasing the workload in the process of filing,appear.With the gradual improvement of the intelligent management and control system of infrastructure construction and the continuous maturity of the electronic signature technology,how to make the filing management of construction electronic documents more in line with the actual needs,and how to archive the electronic signature of construction electronic documents with preservation value into an electronic file,this paper will analyze and discuss the application of the electronic signature of single track system in the filing of construction documents.
