摘要
在一流学科建设中通过科学决策制定合理的政策,并坚决执行,对于一流目标的实现至关重要。现有政策框架下,"双一流"建设面临规模过大、目标广泛、建设周期短、突出绩效评价等政策约束,学科发展容易陷入过度追求排名与短期效应的窠臼。为加快一流学科建设有必要对"双一流"建设中一流学科建设政策的非预期效果进行必要的检视,以为相关政策创新提供参考。
Reasonable,well-considered policies and resolute implementation thereof play a vital role in constructing first-class disciplines.Within the existing policy framework,the"Double First Class"Construction Project is subject to multiple constraints including overextended scale,vague and broad objectives,short construction cycle,and inadequate evaluation of performance.The development of the discipline is prone to fall into the excessive pursuit of ranking and short-term effects.To speed up first-class discipline construction,it is necessary to examine the unexpected effect of the policies implemented in the"Double First Class"Construction,which shall inform innovative practice in relevant policies.
