摘要
基本养老保险从省级统筹到全国统筹是当前基本养老保险制度的改革趋势,也是实现社会更加公平和谐稳定的必然要求。研究首先运用泰尔熵指数测算发现我国地区间与地区内的基本养老保险水平差距明显,并通过主成分分析得出我国基本养老保险主要受基金运营、经济发展和老龄化三方面影响。研究表明:城镇职工参加养老保险人数对基本养老保险水平的影响程度最大,城镇职工参加养老保险人数、老年人口抚养比与基金支出对基本养老保险水平具有正向影响,平均工资对基本养老保险水平具有负向影响。因此,我国养老保险改革的重点应是提高城镇职工的参保率,完善基金运营管理体制,在省级统筹的基础上缩小区域差距,最终实现全国统筹目标。
It is the trend of the current reform of the basic endowment insurance system that the basic endowment insurance plans from the provincial level to the national level,and it is also the inevitable requirement of realizing a more fair,harmonious and stable society.First of all,the paper uses Theil entropy index to measure and find that there is a significant gap in the level of basic endowment insurance between regions in China,and through the principal component analysis,it is concluded that the basic endowment insurance in China is mainly affected by fund operation,economic development and aging.The results show that the number of urban employees participating in endowment insurance has the greatest impact on the level of basic endowment insurance.The number of urban employees participating in endowment insurance,the dependency ratio of the elderly population and fund expenditure have a positive impact on the level of basic endowment insurance,and the average wage has a negative impact on the level of basic endowment insurance.Therefore,the focus of the basic endowment insurance plan should be to improve the participation rate of urban employees in the basic endowment insurance,improve the fund operation management system,narrow the regional gap on the basis of the provincial overall planning,and finally achieve the national overall planning goal.
