“人才新政”的政策创新扩散及风险识别 被引量:12

摘要 基于政策扩散的理论视角,对“人才新政”在45个二线城市的落地过程进行历时性分析。研究发现,“人才新政”的政策创新扩散模式表现为空间维度上的自发式水平扩散和时间维度上的指数型曲线;在学习、竞争、模仿与社会建构等动力机制的共同影响下,呈现出政策趋同与自我加码的扩散结果。在某种程度上,政策趋同与自我加码对优化人才的政策环境起到了积极作用,但存在政策吸引力式微和政策非理性的风险,具体表现为人才“洼地效应”消失、商品房价格上涨与土地财政依赖加剧、“土客”矛盾与农民工排斥加剧、政策失败等风险。因此,应实施差异化的“人才新政”,提高政策的可持续性,警惕商品房价格非理性上涨,提升公共服务质量,实现“以人为本”的城市发展新模式。 Based on the theoretical perspective of policy diffusion,this paper makes a diachronic analysis of the landing process of“new talent policy”in 45 second tier cities.It is found that the policy innovation diffusion mode of“new talent policy”is self-developed horizontal diffusion in spatial dimension and exponential curve in time dimension;under the common influence of learning,competition,imitation and social construction,it presents the diffusion results of policy convergence and self reinforcement.To some extent,policy convergence and self reinforcement have played a positive role in optimizing the policy environment for talents,but there are risks such as the decline of policy attraction and policy irrationality,which are embodied in the disappearance of“depression effect”of talents,the increase of commodity house price and the increase of land financial dependence,the intensification of contradiction between the old and the new,the exclusion of migrant workers,etc.Therefore,we should implement the differentiated“new talent policy”,improve the sustainability of the policy,guard against the irrational rise of the price of commercial housing,improve the quality of public service,and realize the new mode of urban development of“people-oriented”.
