摘要
推进高校分类管理是优化高等教育结构,促进高等教育特色发展、高质量发展,加强教育现代化建设的必然选择。我国高校分类管理的制度化进程呈政策规范中的法制导向、价值选择中的重点导向、制度建设中的标准导向、多元主体的利益诉求动力取向、趋向纵向分层与横向分类相结合的结果取向等特点。未来高校分类管理的基本遵循包括:培养人才是核心,科学定位是前提,建立标准是关键,深化改革是动力,追求一流是导向,凸显特色是取向,突出服务是主线,绩效管理是保障。
Promoting the classified management of colleges and universities is an inevitable choice to optimize the structure of higher education,promote the development of higher education with characteristics and high quality,and support the construction of a modern powerful country.Through the research on the institutionalization process of university classification management in China,the following characteristics are summarized:the legal guidance in policy norms,the key guidance in value selection,the standard guidance in system construction,the dynamic orientation of interest appeal of multiple subjects,and the result orientation of combination of vertical stratification and horizontal classification.Entering a new era,we should examine the classified management of colleges and universities in a new diachronic way and put forward the design logic of their future development:training talents is the core,scientific orientation is the premise,establishing standards is the key,deepening reform is the driving force,pursuing first-class is the orientation,highlighting characteristics is the orientation,highlighting service is the main line,and performance management is the guarantee.
