摘要
[目的/意义]充满竞争和日益复杂的信息环境对决策工作提出了新的要求与挑战,仅靠发挥情报服务功能来支持辅助科学决策是不够的。该研究倡导在情报服务的基础上,进一步充分发挥情报作为“耳目、尖兵、参谋”与“引领”的功能,介入到整个决策链中,发挥纠偏、斧正作用。[方法/过程]采用文献调研法、比较分析法,探讨了机制建立的前提条件、介入形式及重点。[结果/结论]通过建立决策链中的情报介入机制,以期拓展决策失误防范的情报功能与外延,帮助决策者进行科学决策。
[Purpose/Significance]The competitive and increasingly complex information environment has put forward new requirements and challenges to decision-making.It is not enough to rely on the function of information services to support decision.This research advocates taking information services a step further and giving full play to the functions of intelligence as"eyes and ears,vanguard,staff"and"leading",intervening in the entire decision-making chain to play a corrective and corrective role.[Method/Process]This article uses the methods of literature interpretation and comparative analysis to explore he prerequisites for the establishment of the mechanism,the form of intervention,and the focus of intervention.[Result/Conclusion]This article establishes an intelligence intervention mechanism in the decision chain,with a view to expanding the intelligence function and extension of prevention of decision errors,and helping decision makers to make scientific decisions.
