摘要
疾病预防控制体系是人民健康的第一道防线,健康中国背景下,只能加强不能削弱。文章介绍了我国疾病预防控制体系面临的新时代要求和所处的中国特色环境以及发展上遇到的困难障碍,针对性地提出了提高建设站位、巩固四级网络、分级赋予职能、加强基础建设、优化补偿机制、改革激励机制、强化临床医师和政府领导疾病预防控制教育的建议。
The disease prevention and control system is the first line of defense for people’s health.In the context of Healthy China,this system can only be strengthened rather than be weakened.This paper introduced the requirements of China’s disease prevention and control system in the new era,China’s characteristic environment and the difficulties and obstacles met in the development of the system.This paper also pertinently proposed elevating construction standpoint,consolidating the four-level network,endowing functions in a graded way,strengthening infrastructure construction,optimizing compensation mechanism,reforming incentive mechanism,strengthening the disease prevention and control education for clinicians and government leaders.
