摘要
新西兰学前教育质量评估一直走在世界前列。通过对新西兰学前教育评估政策轨迹的梳理和评估现状的剖析,总结得出新西兰学前教育质量评估的特点有:1)从评估目的来看,追求公平和卓越,在提高质量的同时更加注重公平,重点体现为对优先学习者的关注;2)从评估内容来看,更加具体明确,聚焦于影响和促进儿童积极的学业成就因素;3)从评估方式来看,明确了内部评估和外部评估的互补关系,重视提高学前教育机构的自我评估能力;4)从评估周期来看,采取差异化复评方式,复评周期由统一走向多元;5)从评估结果来看,建立了常态化的信息发布机制,提高公众对学前教育的知情权和参与权。新西兰学前教育质量评估对我国开展相关工作具有参考和借鉴意义。
New Zealand’s preschool education quality assessment has been at the forefront of the world.Through sorting out the track of New Zealand’s semester education assessment policy and analyzing the current situation of the assessment,the characteristics of New Zealand preschool education quality assessment are summarized as follows:1)from the perspective of evaluation purpose,it pursues fairness and excellence,pays more attention to fairness while improving quality,and focuses on priority learners;2)from the perspective of evaluation content,it is more specific and clear,focusing on the factors that affect and promote children’s positive academic achievements;3)from the perspective of evaluation methods,the complementary relationship between internal evaluation and external evaluation is clarified,and the self-evaluation ability of preschool education institutions is emphasized;4)from the perspective of evaluation cycle,it adopts the differentiated re-evaluation method,and the re-evaluation cycle changes from unity to diversity;5)from the perspective of the evaluation results,a normalized information release mechanism has been established to improve the public’s right to know and participate in preschool education.The New Zealand preschool quality assessment can be used for reference to carry out the preschool education quality assessment in China.
