摘要
[目的/意义]以知识集成与智能服务为源泉的科技情报工作能力成为驱动未来科技情报发展的动力。构建新时代科技情报工作能力体系将有效促进情报生产。[方法/过程]界定了科技情报工作能力的内涵,梳理了科技情报工作能力的演进过程,分析了情报工作能力体系的理念和要素,绘制了情报工作能力体系的框架和发展路径。[结果/结论]科技情报工作能力体系是一个包括内部机能与外部能力的复杂系统,绘制它的体系框架和发展路线图需要在六度理念的指导下,从内部机能与外部能力两方面同时着手,使二者与情报需求处于平衡状态,从而履行科技情报工作职责,完成科技情报机构使命。
[Purpose/significance]Intelligence capability based on knowledge integration and intelligent service is becoming the driving force of intelligence development in the future.Constructing the intelligence work capability system in the new era will effectively promote the intelligence production.[Method/process]Defines the connotation of intelligence capability,summarizes the evolution process of intelligence capability,analyzes the concept and elements of intelligence work capability system,and constructs the framework of intelligence work capability system.[Result/conclusion]The scientific and technological intelligence work capability system is a complex system including internal functions and external capabilities.To draw its system framework and development roadmap,it is necessary to start from both the internal function and external capabilities under the guidance of the Six Degrees concept,so that they are in balance with the intelligence needs,and finally perform the responsibilities of scientific and technological intelligence work and fulfill the mission of scientific and technological intelligence agencies.
