摘要
为了提升河南省竞争力,河南省政府颁布并执行了一系列创新政策,本文沿着创新政策供给—绩效测量—绩效优化的思路,对河南省现在执行的创新政策进行系统梳理和分类;借鉴OECD绩效审计的“4E”评价维度,从经济性、效果性、效率性和公平性四个维度构建创新政策评价框架;在现有相关研究的基础上,遵循指标选择原则分别确定四个维度的评价指标,利用层次分析法和模糊综合评价法对河南省创新政策执行效果进行评价。根据评价结果探寻河南省创新政策执行过程中存在的主要问题并从科技创新政策体系、主体执行力和执行环境三个方面提出优化路径,对提升河南省科技创新政策执行效果具有一定的参考意义。
In order to enhance the competitiveness of Henan Province,the provincial government has promulgated and implemented a series of innovation policies.This paper systematically sort ed out and classified the innovation policies currently implemented in Henan Province along the idea of innovation policy supply-performance measurement-performance optimization.Learning from the"4E"evaluation dimensions of OECD performance audit,an evaluation framework of in novation policy was constructed from four dimensions of economy,effectiveness,efficiency and fairness.On the basis of existing relevant research,the evaluation indexes of four dimensions were determined respectively according to the principle of index selection,and the implementa tion effects of innovation policies in Henan Province were evaluated by using AHP and fuzzy comprehensive evaluation methods.According to the evaluation results,this paper explored the main problems existing in the implementation of Henan's innovation policy,and put forward the optimization path from three aspects of science and technology innovation policy system,subject execution and execution environment,which has certain reference significance for improving the implementation effect of Henan's science and technology innovation policy.
