摘要
数字经济是一种新型经济形态,本文在对数字经济内涵、基本性质和主要特征进行系统梳理的基础上,从理论分析层面阐述了数字经济的价值体现在数字经济与新发展理念的内在要求高度契合,数字经济是实现高质量发展的动力源泉,数字经济有助于推动产业转型升级、促进新业态蓬勃发展、提升公共服务水平;指出新时代数字经济发展的重点和方向在于以数字产业化丰富信息产业发展模式,以产业数字化助推数字经济与实体经济深度融合,以治理数字化改善民生和提升社会管理水平。实践操作层面,从破解"徐匡迪之问"、健全信息基础设施、完善平台服务功能、发展壮大市场主体、培育数字经济人才、健全发展体制机制六个方面提出加快中国数字经济发展的政策供给。
The digital economy is a new economic pattern. On the basis of systematic elucidation of the connotation, basic properties and main characteristics of the digital economy, it is explained that the value of digital economy is reflected in the fact that the digital economy is highly compatible with the inherent requirements of new development concept. Meanwhile, the digital economy is the driving force for achieving high-quality development, that is, the digital economy will help promote industrial transformation and upgrading, promote the vigorous development of new forms of business, and enhance the level of public services. It is also pointed out that the emphasis and direction of digital economic development in the new era lies in enriching the information industry development model by digital industrialization, deeply integrating the digital economy with the real economy by industrial digitization, improving people’s livelihood and the level of social management by governance digitization. At the operational level, the policy supply to speed up the development of digital economy in China has proposed from six aspects: cracking the question of Xu Kuangdi, perfecting information infrastructure, improving platform service function, developing and expanding market body, cultivating talents in digital economy and improving development system and mechanism.
