摘要
跨境民族青少年国家认同学校教育面临着时代挑战与现实困难,如:边境地区国家安全形势严峻、跨境民族国家认同易与民族认同发生冲突、跨境民族青少年国家认同教育不到位等。总体国家安全观强调当代国家安全的系统性,对跨境民族青少年国家认同学校教育具有重要的指导意义。以总体国家安全观为指导的跨境民族青少年国家认同学校教育理论框架解答了跨境民族青少年如何理性处理民族与国家的关系,凝练出"中华民族共同体"意识的内核;重视"人"的因素,充分调动教育对象的积极体验;从"政治""文化""心理"3个维度,概括出国家认同教育的内容。跨境民族青少年国家认同学校教育实践路径应将总体国家安全观作为重要指导思想,构建以培育中华民族共同体意识为统摄的教育内容体系,建立以实效性为导向的课程体系,创新教育教学方式,利用并开发教育教学资源,建立综合性、过程化、形成性考核评价机制。
In practice,the school national-identity education for cross-border ethnic adolescents faces the challenges of the historical and practical difficulties,such as the severe situation of national security in border areas,the conflict between cross-border national identity and ethnic identity,and the inadequate national-identity education for cross-border ethnic adolescents.The overall national-security outlook emphasizes a comprehensive understanding of contemporary national security.This outlook is of great guiding significance to our national-identity education for cross-border ethnic groups because it gives priority to the national interests.The overall national-security outlook and the national identity have internal consistency,which reveals the implications of the Chinese nation.It attaches great importance to the factor of "people" by encouraging the educatees to take initiative,and summarizes the main contents of such education from the political,cultural and psychological perspectives.It should follow a practical approach by taking the overall national-security outlook as a guiding principle,construct an education system focusing on cultivating the consciousness of the Chinese nation as a shared community,implement workable curriculums on the basis of efficiency,new teaching approaches and better educational resources,and construct a comprehensive,procedural and formative assessment and evaluation mechanism.
